This ship was part of a clean up of derelict ships in Tacoma. It was partially submerged when another abandoned ship the Helena Star finally sank and the mast tipped over on the Golden West. As I recall the Helena Star was involved in a drug bust in the past. I guess Golden West was moving through the locks for salvage? Was there any story there? Notice the painted over Chinese characters on the bow – Yug Fa. There is a cool site on Flickr was Ecology Washington – that is where I had seen this before.

Jeez, I thought I was just taking a shot of a random rust bucket.
It was being pushed, so maybe this was, as you say, a boat heading for the graveyard.
